Mr. Cullen earned his B.A. in Business Administration from Bishop's University
and Master's of Public Administration from the University of Victoria. He is a
Chartered Accountant. BUSINESS
Vice-President in the Noranda
Forest Group (now Norbord Inc.), responsible for strategic planning and business
development for Noranda Forest Sales/Norbord Industries Limited. Was a partner
in the management consulting firm Lawrence & Milley Consultants Inc., which
specialized in strategic planning, business development, market research and corporate
policy. GOVERNMENT
Initially elected to the House of Commons in a by-election in 1996,
Mr. Cullen was re-elected in the 1997, 2000, 2004 and 2006 General Elections as
the Member of Parliament for Etobicoke North. In February of 2004 Mr.
Cullen was elected Chair of the House of Commons Standing Committee on Finance.
On July 20th, 2004, Mr. Cullen was sworn in as a member of the Privy Council of
Canada (P.C.) and appointed Parliamentary Secretary to the Honourable Anne McLellan,
Deputy Prime Minister and the Minister for Public Safety and Emergency Preparedness.
From February 22 2006 until January 17, 2007, Mr. Cullen was the Natural Resources
critic for the Official Opposition. On February 1, 2007 Mr. Cullen was elected
Vice Chair of the House of Commons Standing Committee on Public Safety and National
Security. Mr. Cullen is also currently the Vice-President of the Canada-Europe
Parliamentary Association. Since being elected Mr. Cullen has been very
active with the Global Organization of Parliamentarians Against Corruption in
the international fight against corruption and money laundering. In June 2008
Mr. Cullen was elected Chair of Canadian Parliamentarians Against Corruption (CanPAC).
Mr. Cullen has published a book - The Poverty of Corrupt Nations - which describes
the nature and extent of global corruption and money laundering. In his book he
offers some solutions to these vexing problems in a Twenty Point Plan.
In March of 2004 Mr. Cullen's Private Member's Bill, An Act Respecting User
Fees, was given royal assent. This successfully concluded years of work to
bring more accountability and transparency to the way government charges user
fees. Mr. Cullen was elected Chair of the Ontario Liberal Caucus from
1998 to 1999. Following this he was appointed Parliamentary Secretary to the Minister
of Finance in 1999 and re-appointed following the 2000 General Election.
In June 2002 Mr. Cullen was appointed to the Prime Minister's Task Force
on Canada/U.S. Relations and also to the newly formed Standing Committee for Government
Operations and Estimates. In December 2002 Mr. Cullen was appointed the chair
of the Liberal Caucus Sub-Committee on Corporate Governance. Mr. Cullen
was appointed to the Standing Committee on Transportation in September 1996 and
elected Vice-Chair in September 1997. He was appointed to the Natural Resources
and Government Operations Committee in September 1997. Mr. Cullen
was formerly an Assistant Deputy Minister in the British Columbia Ministry of

SERVICE Mr.
Cullen is very active in community affairs in particular with organizations such
as Rotary International and the United Way. For three years he chaired the Salvation
Army Red Shield Appeal in Victoria, B.C.. Currently, he serves as a member of
the Etobicoke Social Development Council, the George Hull Centre for Children
and Families, Volunteers Etobicoke and the Rexdale Community Health Centre.

Born in 1944 in Montreal,
Mr. Cullen has also lived overseas and in British Columbia before settling in
Toronto. Married to Ethne Cullen, has one son, Peter. Hobbies include skiing,
fishing, tennis, golf, bridge and theatre.
